オン・イエコン運輸相とマレーシアのムスタパ首相府相が29日の共同声明で発表した。マレーシアがナジブ政権時代の16年12月、両国は拘束力を持つ協定を締結。シンガポールはインフラ設計に着手した。
しかしマレーシアで政権交代があり、マハティール当時首相が高額の負担を理由にHSRを取り止める意向を表明。その後、両国は2年間の実施延期で合意した。
ムヒディン政権になり、マレーシアは7カ月間の再延長を要請。20年11月には事業内容の変更を提案したが、シンガポールと合意に達しなかったため、協定は12月末を持って失効し、今年1月1日、両国首脳が取り止めを正式発表していた。
オン運輸相は先に、シンガポールには2億7,000万Sドル（約220億円）の経費が生じていたと国会答弁で表明していた。これにはラッフルズ・カントリークラブ用地接収代金が含まれるが、土地からは価値を生み出すことができるとの理由で、シンガポールは賠償額に含めなかった。
