▲「中国複合文化タウン」ローンチングイベント（2019年12月6日撮影）江原道春川市と洪川郡一帯に整備されている「中国複合文化タウン」事業が反中感情の火花にさらされている。2018年に計画され、韓中国交正常化30周年を迎える来年までに完成を目指す事業だが、青瓦台の国民請願掲示板では1日で14万人が事業の撤回要求に賛成した。
国民請願掲示板には29日、「江原道チャイナタウン建設を撤回してください」と題する文章が投稿された。作成者のAさんは「先ごろ、建設予定の中国文化タウンの着工を急ぐという情報を聞いた。韓中関係で交流と協力が重要だといっても、理解できない思考だ」と指摘した。
Aさんは「なぜ大韓民国にミニチャイナをつくらなければならないのか。ここは大韓民国だ」とした上で、「国民はいったいどうして我が国の領土で中国の文化体験という名分を提供しなければならないのか理解できず、断固反対する。中国に韓国の土地を与えるな」と書き込んだ。
Aさんは最近歴史歪曲（わいきょく）と中国色を巡る論争の末に放送が中断されたSBSドラマ「朝鮮駆魔師」やキムチ、韓服などを巡る元祖論争にも言及した。
Aさんは「国民はますますひどくなる中国の『東北工程』（高句麗などの歴史を中国史に編入しようとする中国の取り組み）で自国の文化を失うのではないかという不安感を感じている。先ごろも中国の作家が誤ったストーリーで韓国の歴史を歪曲し、大きな怒りを買った。続いて、キムチ、韓服、笠子帽など韓国固有の文化を略奪しようとする中国にこれからは対抗すべきだと思う」と訴えた。
江原道庁の自由掲示板にも中国複合文化タウン事業に反対するという文章が複数上がっている。道民とみられるLさんは「中国に国土を提供し、何をしようとしているのか」と問い掛け、「国民が納めた税金でを使って、本当にとんでもない行政をやっている」と批判した。Kさんは「奥の間まで差し出そうとしているのか。なぜ中国に大韓民国を差し出せなくて焦るのだろうか」と書き込んだ。
2019年12月、江原道庁が配布した報道資料によると、中国複合文化タウンは春川市と洪川郡にまたがる「ラビエベル観光団地」（面積500万平方メートル）内の用地120万平方メートルに造成される予定だ。江原道は「世界的な中国文化体験空間の整備で韓国の観光を活性化させようという両国の利害関係が一致し、推進が決まった」と事業推進の背景を説明した。
崔文洵（チェ・ムンスン）江原道知事は中国のニュースサイト「人民網」のインタビューに対し、「文化タウンは数千年の深みと幅を持つ中国文化を江原道と大韓民国、そして全世界に紹介することが狙いだ」とし、「自然に形成されたチャイナタウンは全世界に多くあるが、人為的または高級な形で中国文化を1カ所に集め、世界に誇ることができる複合文化タウンは最初の事例になる」などと発言した。
この事業には地域社会が反対意見を唱えてきた。経済正義実践市民連合（経実連）の地域支部、春川経実連のクォン・ヨンボム事務処長は昨年6月、メディアへの寄稿を通じ、「崔知事は中国の一帯一路事業に参加できてうれしいという趣旨で発言したが、米中二強が激しく対立する厳しい国際情勢下で非常に敏感な事案だと言わざるを得ない。一帯一路事業への参加をうんぬんすることは国際感覚の欠如どころか、国益にもプラスにならない」と指摘した。
