【ニューヨーク時事】国連安全保障理事会の対北朝鮮制裁決議の履行状況を調べる専門家パネルは３月３１日までに
加盟国情報に基づき、北朝鮮が２０１９～２０年１１月に暗号資産（仮想通貨）計約３億１６４０万ドル（約３５０億円）
相当を盗んだと指摘する年次報告書を公表した。核・ミサイル計画については「維持・開発している」と分析した。専門家パネルは２月に報告書をまとめ、安保理に３月上旬提出していた。報告書は、大量破壊兵器・
弾道ミサイル計画の資金源とするため、北朝鮮とつながりのあるハッカーが２０年も金融機関や
仮想通貨取引所に対するサイバー攻撃を続けたと指摘した。今年の年次報告書は、新型コロナウイルス感染拡大が調査期間に重なった。報告書は北朝鮮が国境管理を強化し
物の移転や人の移動が厳しく規制されたと指摘した。決議で禁輸対象の石炭の輸出は量が減ったものの続けていたという。一方、２０年１～９月に北朝鮮が輸入した石油精製品は、決議が定める年間上限の５０万バレルを「数倍」超えていた
と推定。北朝鮮は南浦港の閘門外で、外国船から自国タンカーへの洋上積み替え「瀬取り」を行うことで、石油精製品
の輸入とコロナ対策を「両立させたようだ」と分析した。２０年７月以降、北朝鮮はコロナ対策で南浦港への外国船の
