投票日まで60日あまりとなった韓国大統領選挙。韓国内では連日、トップニュースで各候補の動向が報じられ、熱気が高まり続けている。一方で、新型コロナを受け海外に住むコリアンの投票に向けた取り組みが低調という指摘もある。事情に詳しい専門家に話を聞いた。
●「在外同胞」とは
韓国では「在外同胞」「海外同胞」という単語が頻繁に使われる。例えば、大統領が演説の冒頭で「国民の皆さん、海外同胞の皆さん」と共に呼びかけることもあるし、最近では大統領候補も言及する。
在外同胞について韓国政府は、▲大韓民国の国民として外国に長期滞在もしくは外国の永住権を取得した者、▲国籍に関係なく韓民族の血統を持つ者で、外国で居住・生活する者、と定義している。前者を「在外国民」、後者を「外国国籍同胞」と呼ぶ。
具体的には中国朝鮮族、在米コリアン、高麗人と呼ばれる旧ソ連地域に住むコリアン、そして日本に住む在日コリアンなど多彩な人々が含まれる。
世界中に散らばる「在外同胞」の数は、最新の統計（2021年12月）によると約732万人。内訳は「在外国民」が約251万、「外国国籍同胞」が約481万人となっている。
そして「在外国民」は国政選挙、つまり大統領選挙と国会議員選挙に投票できる。日本の場合「在外同胞」約82万人の中から、日本に帰化した約38万人（朝鮮籍を含む）を除いた約43万人のうち、満18歳以上の約35万人が参政権を持つとされる。
この中には筆者のような日本生まれの在日コリアンも含まれ、彼らは「選挙人登録」を経て投票できるようになる。
なお、今年1月3日現在、約1万4,000人の在日コリアン（内、「在外国民」の在日コリアンは2,406人）が選挙人登録を終えている。
●専門家に聞く
だがこうした「在外国民」の参政権が認められたのは、最近のことだ。政治学博士で、在外国民の参政権について詳しい翰林（ハンリム）大学日本学研究所の金雄基（キム・ウンギ、53）教授に話を聞いた。以下、一問一答形式で紹介する。
——参政権獲得の歴史とは
在外国民の国政参政権は、在日コリアンの李健雨（イ・ゴヌ、故人）氏が韓国政府を相手に行った３次にわたる訴訟によって、2007年に勝ち取った権利だ。これにより、2012年の大統領選から全世界230万人の海外在住の韓国国籍者が有権者となった。
——在日コリアンが勝ち取ったものとのこと。その過程にどんな困難があったか
OECD加盟国の中で最も遅い2007年に、韓国の憲法裁判所で「在外国民の参政権停止は違憲」との判決が出た。韓国世論の反発が背景にあった。
まず、韓国には230万から260万人と言われる在外国民がおり、その10％が投票したとしても、キャスティングボートを握るほど、二大政党の力が拮抗しているという警戒心があった。さらに、兵役・競争社会から自由な在外国民に対する世論の嫉妬が強かった。
——韓国籍の在日コリアンにとって参政権の意味とは
2007年まで在日コリアンは国籍の存する韓国と居住国の日本の双方において投票権を有していなかった。これは参政権という面で考えると、国を持たないクルド族が、国連の監視下で1992年に自治区内で実施した議会選挙と大統領選挙よりも遅い権利の行使となる。
このことは在日コリアンがいかに権利から遠く、韓日双方において不利な状況にあるのかを端的に示している。
